**STUB**: Specifies how exported functions become a program’s external interface. Covers how signatures, docstrings, and argument annotations are turned into the manifest’s command schema: names, positional and optional arguments, defaults, help text, and input and output formats. This schema is the single source from which the CLI, the HTTP API, and the MCP tools are all derived.
