**STUB**: Specifies what initialization (`morloc init`) produces: the compiled runtime library, the nexus binary, the per-language bindings and their headers, and where each is placed. Defines the inputs each artifact depends on and the conditions that force a rebuild, so a stale runtime is never paired with a newer compiler. Covers the build modes (release versus development) and what an installation must provide before any program can be compiled.
