**STUB**: Specifies freezing: turning an environment and its installed programs into a portable artifact that runs on another machine. Defines what a frozen artifact contains, what it may assume of the host, and which features a slim artifact gives up. Covers container execution and cluster execution (resource labels and job submission), and the requirements an execution environment must meet to run a program.
