**STUB**: Specifies how an `import` is resolved to a module: the search order, the precedence of local and installed modules, and how ambiguity is reported. Defines what installing a module means, how modules are named and versioned, and how a module declares the foreign packages (Python, R, C++, Rust) it requires.
