13.9. Error propagation

STUB: Specifies how a failure travels through a program. Covers a foreign exception in one pool, a runtime fault such as a failed allocation, and a crashed process. Each becomes an error packet, crosses process boundaries with its context intact, and reaches the caller, either as a Try value or as the CLI’s error output and exit code. Defines what information is preserved at each hop.
