13.6. Voidstar format and schema strings

STUB: Specifies voidstar, the language-neutral binary layout every serialized value takes: the layout of each primitive, string, array, tuple, record, optional and sum type, along with alignment and the rules for nested data. Defines the schema string grammar that describes a layout, and how a schema and a buffer together let any language read a value with no other type information.
